MICHAEL’S PROPOSED NEW COMMUNITY
AND CHURCH RESOURCE CENTRE (CCRC) At 28 February 2011 we have £158,000 in the building fund, but need

raising events at the end of 2010 such as the Christmas Fair (£2000 profit), Candlelit
Ball (£10500 profit) and the Grand Draw (£4500 profit) were successfully on
budget. The Turin Shroud film night brought in £850 in February and the Funk,
Soul and Curry Evening in the same month made £2500 profit; the recent ‘Jamie
at Home’ event raised £182 and the Great Cake Bake has made £180 so far.
Charitable grants and support were received from Beaconsfield Old Church
School Charity (£1000), The Rank Foundation (£3000) and from Waitrose’s
‘Green Tokens’ (£205) collection in January. These together with generous
giving in memory of Rev’d Richard Woodward and from the congregation since
May 10 including gift aid accrual where applicable, produced a net figure
after expenses, including architect’s fees and planning applications, in the
CCRC Fund of £97,500. Additionally there are pledges from the PCC and DCCs to
a total of £60,000 and £500 from the Beaconsfield Churches Education Trust
when CCRC work starts. The net results in the Fund are close to £158,000 as at end February 2011. CCRC Project Cost. The contractor selected after
competitive tenders by the DCC is locally-owned and very supportive Cathedral
Homes; due diligence is presently being undertaken. The ‘enabling work’ and
‘main CCRC build’ will be combined through this contractor for efficiency and
to ensure zero-VAT rating under
These two projected
incomes will generate a conservative figure of £56,000 (but with tbc events this is likely to be more) by end year to
bridge the gap but this will not be
achieved by 31 Mar 2011 - the date needed to bring a robust total fund size
including the contingency to cover all costs to the PCC and Diocese for them
to agree that the main CCRC building could start in Jun 2011 in time for its
completion by early Sep. Urgent Need to Complete CCRC Project in 2011. St
Michael’s is experiencing much growth and renewal to strain severely its
current facilities. For the community users, the Hall is almost fully
utilised with some bookings being turned away. For the future, the CCRC would
be a major enabler in delivering our responsibility towards ‘mission’ and
‘discipleship’ within the new Deanery Plan under Camilla’s vision. Also we
need: to replace the deteriorating St Michael’s room and garage storage which
require remedial work soon, to improve Church administration, to minimise the
adverse effect of uncertainty on Hall users, to realise the running cost
savings taken into our Church Budget 2011 and to keep the construction cost
stabilised. Way Ahead and Request for ‘Potential Waiver
Interest Free CCRC Loans’. The Fund income
plan could show sufficient funds available by the due date if a number of
loans, interest-free, were pledged to the DCC in the coming 2 weeks and then
certified formally thereafter although it may not be necessary to call in
these bridging loans as ‘cash’ until the middle of the year. The intention
would be to pay back these loans in full from the continued fund-raising
beyond the satisfactory completion of the CCRC. However, it would not be
prudent to let any repayment plan extend too long into future budget years. Consequently,
despite ‘best endeavours’, there is a potential risk that when the CCRC Fund
was to be closed by the DCC there might be insufficient funds to fully
discharge the loans – lenders would therefore be asked to waive that portion
of their CCRC loan that could not be repaid.
Because of this risk, the agreement document has to be called a
‘Potential Waiver Interest Free CCRC Loan’. All lenders would be repaid in
accordance with their loan sizes in such circumstances. The Honorary

would you consider how you might lend a bridging amount to help fulfil the
CCRC project this year and then let the Honorary Treasurer know
if you can assist in such a way; an early response would be very helpful but
no later than Sunday 13th March 2011. |
